Defines the cookies which are shipped with OTRS and shown in the cookie consent dialog of the external interface.

This setting can not be changed. Use `ExternalFrontend::Cookies::Cookie###0002-Custom` to add cookies of your own.

**Which category a cookie belongs to**

`Category` refers to the `Name` of a configured cookie category, see
`ExternalFrontend::Cookies::Category###0001-Framework` and `ExternalFrontend::Cookies::Category###0002-Custom`.
A cookie whose category does not exist is not shown, and is reported in the log.

**What the visitor sees**

`Name`, `Provider`, `Purpose`, `PrivacyPolicy` (one or more labelled links), `DataRetention`,
`CookieName` and `CookieExpiry` are shown as the details of the cookie.

`Provider` is required: it names who receives the data of the cookie, which the visitor has to be
told. A cookie without one is not shown, and is reported in the log.

`ID` identifies the cookie in the stored consent decision of a visitor, and `DefaultConsent` is the
state its consent switch starts with while the visitor has not decided yet. A cookie without an `ID`
or a `Name` is not shown at all.

**Running code for a cookie**

`Snippet` holds JavaScript which is executed only after the visitor accepted the category this cookie
belongs to, and which is removed again when they withdraw that consent.

`Prio` orders the snippets, smaller numbers first. A snippet which defines something, for example
`window.gtag`, has to run before a snippet which uses it.

A snippet runs in the portal page itself and therefore has full access to it. That is what analytics
need, because they read the page address and the referrer and set first-party cookies. Only add code
you trust with the whole page.

**Withdrawing a consent**

`CookieName` is not only shown to the visitor, it is also the list of cookies which are deleted again
as soon as they withdraw their consent. Several names are separated by a comma, and a `*` stands for
any sequence of characters, for example `_ga, _gid, _gat*`.

A cookie which was set for a path outside of the portal, or which is marked `HttpOnly`, is invisible
to the browser code and has to expire on its own.

Code which a `Snippet` already loaded keeps running until the document is replaced, so the visitor is
offered a reload of the page whenever they withdraw the consent for a cookie carrying one.

**Allowing other hosts**

A snippet which loads code from another host is refused by the Content Security Policy until that
host is listed in `WebApp::Server::AdditionalOrigins`:

- `script-src` - the host the code is loaded from, for example `https://www.googletagmanager.com`
- `connect-src` - the host it sends data to, for example `https://www.google-analytics.com`
- `img-src` - for tracking pixels

Without this the browser silently refuses the snippet and reports a Content Security Policy
violation in its console, which is the first place to look when a snippet does not appear to run.

Defines the cookie categories which are shipped with OTRS and shown in the cookie consent dialog of the external interface. Every entry is one category, identified by "Name", which is what the cookies of the category refer to. "Label" and "Description" are shown to the visitor, "Prio" determines the display order with smaller numbers first, and "Required" marks a category whose cookies are always accepted and whose consent switches are disabled. This setting can not be changed, use "ExternalFrontend::Cookies::Category###0002-Custom" to add categories of your own.
