This is because a phone ticket is treated as it would be created by the agent in behalf of the customer users. It is supposed that there has been a phone call between the agent and the customer users before the agent creates the phone ticket. Other customer users selected here will be handled in the same way as the recipients in the carbon copy field of an email. All selected customer users are then pre-selected for future responses.
